On Tuesday, he renewed his threat to cut international oil sales from the Persian Gulf.
Rouhani said at a television meeting in Semnan province: "The United States should know ... This country is not able to prevent Iranian oil exports."
"If he is ever trying to do this ... no oil will be exported from the Persian Gulf," he added.
Since the 1980s, Iran has repeatedly stated that it is blocking the Persian Gulf in response to international pressure, but has never threatened.
Washington has again banned sanctions, including the oil embargo, since the withdrawal of a 2015 2015 nuclear deal between Tehran and major powers in May.
The country has pledged to cut Iran's oil sales to zero, but has warned temporarily to eight countries.
Rouhani has recently threatened to bomb the Persian Gulf in July, warning the United States "should not play with the tail of the lion".
The president has reduced the economic impact of sanctions and accused the media of overcoming the country's problems.
"Without inflation, no massive unemployment will be threatened by us, people must stop these things in the papers," he said.
The latest inflation report from the Central Bank of Iran says food prices rose 56 percent in October last year.
Rouhani acknowledged that there were "some problems," but said it would be in the new budget plan scheduled for December 16th.
He said the government would keep subsidies for essential goods and increase salaries and pensions for the public sector by 20 percent.
